have the honour to refer to my despatch

No. 617 of 20th September, 1939, on the subject of financial arrangements with the Tung Wah group of hospitals.

The proposals made in paragraph 5 of that despatch, which were approved in Mr. Malcolm MacDonald's despatch No. 433 of 17th November, 1939, have been put into effect. During 1939 a payment of $100,000 in respect of the 1938 deficit and a payment of $99,000 representing the first instalment of the $199,000 due in

respect of the 1939 deficit were made. A Supplementary Vote, under Head 5, Charitaule Services, Sub-head 17, Tung Wah and Associated Hospitals, of a sum of $199,000 which covers these two payments has received the approval of the Finance Committee of the Legislative Council in Finance Message No. 4 of 1940-41, estimates 1939, Item No.

316.

The second instalment ($100,000) of the $199,000 due in respect of the 1939 deficit, together with the $80,000 representing reimbursement of special expenditure, a total of 180,000 has been covered by a Supplementary Vote of that amount under Head 5, Charitable Services, Sub-head 18, Tung Wah and Associated Hospitals,
